(a) (1) Any rules or modifications concerning the use, management, or authorities of the Capitol Hill Building shall be reviewed and approved by the Joint Interim Committee on Legislative Facilities. (2) To this end, the management of the Capitol Hill Building shall be the joint responsibility of the Secretary of State and the Joint Interim Committee on Legislative Facilities. (b) Provided, however, it will be the continued responsibility of the Secretary of State to provide maintenance and upkeep of the Capitol Hill Building.
