The Secretary of State is authorized to assist and coordinate with the Arkansas Fallen Firefighters' Memorial Board in the construction of a monument on the grounds of the State Capitol honoring: (1) Arkansans and other firefighters killed in Arkansas while acting in their capacity as firefighters; and (2) Any Arkansas firefighter killed outside the State of Arkansas while serving in the capacity of a firefighter. Acts 2001, No. 504, § 2.
