(a) This chapter: (1) Shall be liberally construed to effectuate its purpose; and (2) Is supplemental to all other powers conferred by law and does not restrict or limit any powers that a public entity has under any other law of this state. (b) It is the intent of this chapter to provide an alternative method of developing qualifying projects for public entities. Added by Act 2017, No. 813,§ 1, eff. 8/1/2017.
