Fees not basis for compensation

(a) Fees of the office shall not be the basis of compensation for officers or employees of county offices. (b) All compensation, including salary, hourly compensation, expense allowances, and other remunerations allowed to any county officer or employee shall be made only on specific appropriation by the quorum court of the county. The quorum court shall make those appropriations required by law. (c) All expense allowances and remunerations other than salary allowed to any county officer or employee by law shall be paid only for actual expenses incurred in the official performance of duties as attested by vouchers certified by the county officer or employee and by such other evidence as may be required.
