Workfare participants excluded

(a) A workfare participant by participating in workfare does not enter into any employment contract, expressed or implied, with the State of Arkansas or its several political subdivisions. Participation in the project is for the purpose of retaining food stamp benefits and not for employment with the State of Arkansas or its political subdivisions. (b) The relationship of a workfare participant to the State of Arkansas or to any of its political subdivisions shall not be deemed to be an employer-employee relationship. (c) Workfare participants shall not be considered public employees covered by the state workers' compensation funds and therefore are excluded from workers' compensation coverage under this subchapter.
