(a) It is hereby found and determined by the Seventy-Seventh General Assembly that regional offices tend to create inefficiency in the operation of the programs and services provided by the Department of Human Services. (b) Therefore, no office of the Department of Human Services shall be called a regional office, nor shall any function of any office, other than the Department of Human Services Central Office, include supervision of any district department office.
