(a) The Board of Developmental Disabilities Services may establish and operate an appropriate facility at such location in the state as it shall determine for the care and treatment of individuals with co-occurring intellectual disabilities and behavioral health disabling conditions, and individuals with disorganized behavior, including hyperkinetic, hyperactive, or aggressive behaviors who function as individuals with co-occurring intellectual disabilities and behavioral health disabling conditions. (b) The board may make rules regarding eligibility for admission to the facility, care and treatment of the individuals, discharge from and return to the facility, charges for the maintenance, care, and training of individuals admitted to the facility, and such other matters as the board shall deem necessary to carry out the most effective program for the care and treatment of individuals with co-occurring intellectual disabilities and behavioral health disabling conditions of this state.
