(a) The membership of the governing board of any nonprofit organization which receives mental health funds from the State of Arkansas on a per-capita basis shall include at least one (1) member from each of the various counties for which funds are received by the organization. (b) However, no county shall have more than a simple majority of members on the board unless the county has more than fifty percent (50%) of the population of the area from which the nonprofit organization receives mental health funds.
