(a) The state agencies which administer funds for long-term care shall work together to achieve a coordinated and accessible network of long-term care and related community-based services, utilizing an orderly and effective interagency referral system. (b) The state agencies shall develop procedures and guidelines to assure that coordination between state agencies in the long-term care network will take place. (c) Nonstate agencies shall be encouraged to participate in the long-term care network. (d) Any nonstate agency which receives state funds related to long-term care services shall be required to abide by the policies and procedures of the long-term care network.
