(a) All persons weighing cotton for the public in this state and receiving compensation therefor shall be required to keep a book or record of all cotton weighed by them, giving: (1) The weight and marks of each bale; (2) For whom weighed; and (3) To whom sold where the purchaser is known to the weigher.
