(a) Any landowner or any person having control of any land in a Johnson grass control and eradication district who fails or refuses to control or eradicate Johnson grass on his or her lands shall be guilty of a violation. (b) (1) Upon conviction, an offender shall be subject to a fine of not less than fifty dollars ($50.00) nor more than one hundred dollars ($100) for each violation.
