(a) There is established on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a fund to be known as the "Mining Reclamation Trust Fund". (b) The fund shall consist of all forfeitures collected under the Arkansas Surface Coal Mining and Reclamation Act of 1979, § 15-58- 101 et seq., and interest earned on the fund, there to be used only to accomplish reclamation of land covered by forfeitures of performance bonds for surface coal mining. Acts 1997, No. 1248, § 19.
