(a) There is established on the books of the Treasurer of State, the Auditor of State, and the Chief Fiscal Officer of the State a fund to be known as the "Natural Resources Damages Trust Fund". (b) (1) The fund shall consist of payments to the State of Arkansas for restoration, rehabilitation, replacement, or acquisition of natural resources, gifts, donations, federal funds, interest income, and such other funds as may be made available by the General Assembly. (2) The fund shall be used for natural resource restoration, rehabilitation, replacement, or acquisition, as authorized by the Natural Resources Damages Advisory Board, contingent upon any order of a court of appropriate jurisdiction and conditions contained in gifts or donations, as may be provided by law.
