Any public procurement unit may enter into an agreement with any other public procurement unit or external procurement activity for the intergovernmental use of commodities, technical and general services, or professional and consultant services under the terms agreed upon between the parties and in accordance with the rules promulgated under this subchapter, independent of the requirements of: (1) Sections 19-11-204 , 19-11-228 - 19-11-240 , and 19-11-263 that refer to source selection and contract formation; and (2) Sections 19-11-205 , 19-11-242 , and 19-11-243 that refer to commodity management.
