(a) (1) Previous to any petition being presented for a public landing, notice shall be given by publication in some newspaper published in the county, if there is one. (2) If there is no newspaper published in the county, then notice shall be given by advertisement set up in three (3) public places in the township wherein it is sought to establish the public landing, stating the time when the petition is to be presented to the county court and the substance thereof.
