(a) The Arkansas State Board of Physical Therapy shall issue a license to an applicant who is a physical therapist or a physical therapist assistant and who has a current unrestricted license from another jurisdiction of the United States if the applicant has met all the qualifications for a license under this chapter at the time of the applicant's initial licensure. (b) The issuance of a license by endorsement by the board shall be at the sole discretion of the board, and the board may provide such rules governing admission as it may deem necessary or desirable.
