(a) The State Board of Optometry shall meet at least two (2) times each year. At the first regular meeting, the board members shall elect a president, a vice president, and a secretary-treasurer. (b) A record of its proceedings shall be kept which shall be open for public inspection at reasonable times. (c) The board shall make a report annually to the Secretary of the Department of Health showing all receipts and disbursements of moneys and a summary of all business transacted during the year.
