(a) Whenever the Arkansas Natural Resources Commission, after notice and hearing, determines that the holder of a license issued under this subchapter has violated any provision of this chapter or any rule adopted under it, the commission is authorized to suspend or revoke the license. (b) The commission shall serve any order issued pursuant to this section upon the licensee by: (1) Certified mail with return receipt requested; or (2) Personal service. (c) Any such order shall become effective upon return of receipt to the commission. (d) Any person aggrieved by any order issued after the hearing may appeal within thirty (30) days to the circuit court of the county where that person resides or to the Pulaski County Circuit Court.
