The Arkansas State Board of Sanitarians shall issue a certificate of registration without examination to any person who makes application on forms prescribed and furnished by the board, pays a registration fee of ten dollars ($10.00), and submits satisfactory proof that he or she: (1) Has had at least two (2) years' experience in the field of environmental sanitation; and (2) Is registered as a sanitarian in a state in which the qualifications for registration are not lower than the qualifications for registration in this state at the time he or she applies for registration.
