(a) The Arkansas State Board of Sanitarians shall hold a meeting at least one (1) time a year and at such times as the Chair of the Arkansas State Board of Sanitarians shall appoint. (b) At the first meeting and annually thereafter, the board shall elect a chair and a secretary from its members appointed by the Governor. (c) Three (3) members shall constitute a quorum, but no action may be taken on any questions unless at least three (3) members are in accord.
