(a) The Director of the Division of Arkansas State Police may deny the issuance of a license, credential, or commission under this chapter. (b) The director shall notify the applicant of the director's decision in writing. (c) The applicant may appeal the decision to the director, provided he or she perfects the appeal within ten (10) days of the receipt of his or her notice of denial.
