(a) The Arkansas Board of Examiners in Counseling shall organize within thirty (30) days following the appointment of any new members by the Governor on January 2 of each year. (b) The board shall elect a chair and a secretary from its members to serve for terms of one (1) year. (c) The board shall hold at least one (1) meeting each year. Additional meetings may be held at the discretion of the Chair of the Arkansas Board of Examiners in Counseling or upon the written request of any three (3) members of the board. (d) Five (5) members of the board shall at all times constitute a quorum. (e) The board shall adopt a seal which must be affixed to all licenses issued by the board.
