(a) A clerk shall seasonably record the judgments, rules, orders, and other proceedings of the courts of which he or she is the clerk and shall make a complete alphabetical index of the judgments, rules, orders, and other proceedings of the court. (b) A clerk may make only an electronic alphabetical index under subsection (a) of this section if he or she is able to electronically scan the judgments, rules, orders, or other proceedings of the court so that the judgments, rules, orders, or other proceedings of the court are accessible on an internet-based computer database searchable by name or case number.
