(a) In actions for torts committed in this state or to recover statutory penalties, a writ of attachment may be issued against the property of a defendant who is a nonresident of the state in the same manner as in actions ex contractu. (b) Before the clerk shall issue a writ of attachment in the action, the plaintiff shall make an affidavit and execute a bond in the same manner as provided by law in other cases of attachment.
