It is declared to be in the public interest to: (1) Foster, encourage, and promote the development and production in the state of the natural resource of brine; (2) Authorize and provide for the operation and development of brine properties in such a manner that the greatest ultimate recovery of brine, and the chemical substances contained therein, is had and that the correlative rights of all owners are fully protected; (3) Authorize and provide for the formation of units for the production of brine in order that the greatest possible economic recovery of brine, and the chemical substances contained therein, is obtained within the state; and (4) Empower with and delegate to the Oil and Gas Commission the authority to administer and enforce all provisions of this subchapter.
