Permit as state property

Although issued to the operator, the permit is at all times the property of the State of Arkansas. Upon the expiration, suspension, or termination thereof, the operator shall promptly deliver the permit to the Arkansas Pollution Control and Ecology Commission. Acts 1991, No. 827, § 11.
