It is the intent of this subchapter to create the Ouachita River Commission. The commission's purpose is to promote the recreational benefits of the Ouachita River. Specifically, this subchapter reaffirms the integrity of the river with respect to the existing configuration of the channel and sand bars. No studies shall be undertaken that would, as a premise, allow any modification of the channel bends or sand bars of the Ouachita River. It is the stated purpose of this subchapter to accomplish an increase in Ouachita River use without any bend cuts or bend widenings. Acts 1999, No. 1532, § 1.
