(a) The Arkansas Natural Heritage Commission shall have the authority to purchase or receive by gift, devise, grant, or dedication conservation easements in real property for the protection of rivers and streams in this state. (b) The commission shall not have the power of eminent domain for purposes of performing its responsibilities relating to Arkansas's natural and scenic rivers.
