(a) The Sparta Aquifer critical groundwater county conservation board shall be composed of one (1) qualified elector residing in each justice of the peace district in the county. (b) (1) The initial members of the board shall be appointed by the circuit court at the time of establishment of the board or within a reasonable time thereafter. (2) The circuit court shall fix the terms of the initial members of the board in a manner that the terms of the board members shall expire on December 31 of the year of each general election and each two (2) years thereafter. (3) The membership of the initial board shall be divided into two-year, four-year, and six-year terms in order to set up the every-two-year rotation. Acts 1999, No. 1050, § 8.
