(a) No ordinance shall be passed unless and until the owner or lessee of an area sought to be regulated has presented to the governing body of the city a plat of the area upon which is shown the proposed limitations and controls. (b) The plat shall in no way limit the power and authority of the governing body of the municipality but shall be advisory only. Acts 1973, No. 472, § 2; A.S.A. 1947, § 19-2351.
