(a) The returns of all municipal corporations shall be made to the county board of election commissioners of the county in which the corporation is situated and shall be opened by them within three (3) days after their receipt. (b) (1) The election board shall count the vote as it appears from the pollbooks, make an abstract thereof, and forward it to the mayor.
