(a) All documents produced by landowners, municipalities, or others relating to detachment and annexation as enumerated in this subchapter shall be filed with the circuit clerk with copies served upon the municipality and landowners. (b) (1) The circuit clerk shall establish a system of filing for these matters upon action's having been taken by a landowner or group of landowners pursuant to the provisions of this subchapter. (2) The circuit clerk's file shall be considered the official record of all matters and proceedings under this subchapter. Acts 2001, No. 1525, § 3.
