(a) In all cases of applications for permits and variances as provided for in § 14-363-305 , a public notice shall be published in the manner prescribed by law for publication of legal notices of a public hearing upon the application in question. (b) A public hearing shall be held at which any person having an interest in the proceedings shall have an opportunity to offer evidence for or in opposition to the application in question. (c) Written findings of fact and conclusions of law shall be made by the board, commission, or agency authorized to consider the application, based upon the evidence offered at the public hearing.
