(a) (1) The commissioners shall adopt such rules and regulations as they deem necessary and expedient for the proper operation and management of the airport and its related properties and facilities. (2) The commissioners shall have authority to alter, change, or amend these rules and regulations at their discretion. (b) (1) The commissioners shall comply with, or cause to be complied with, all civil air rules and regulations of the United States Government and state government as to air worthiness, certification, and operation of aircraft.
