(a) The county in which any district is located shall cooperate with and assist the board by providing suitable office space and meeting facilities for the board and its staff if facilities and space are available. (b) The board shall meet at least quarterly and at such other times as it may deem necessary to properly carry out its responsibilities. (c) Meetings shall be called by the chairman or a majority of the members of the board. (d) Three (3) members of the board shall constitute a quorum, and any substantive action of the board shall require an affirmative vote of at least three (3) members.
