(a) The emergency medical services and emergency medical health care facilities anticipated by this chapter may be financed by service charges and bonds or by subsidy by some governmental agency. (b) (1) The bonds, which shall be issued under §§ 14-137-101 - 14-137-123 , may be financed by service charges and rates levied by ordinance.
