Testing and examination of products

(a) The purchasing official is authorized to establish and enforce standards for all commodities for which formal bidding is required and to make or cause to be made any test, examination, or analysis necessary therefor. He or she may require samples to be submitted and a certified analysis to accompany bids prior to awarding contracts. (b) After the bids have been opened, the lowest responsible bidder may be required to submit his or her product or article to further testing and examination prior to awarding the contract.
