(a) The governing body of each county included in a regional housing authority shall appoint one (1) person as a commissioner of the authority. (b) Each commissioner to be first appointed by the governing body of a county may be appointed at or after the time of the adoption of the resolution declaring the need for a regional housing authority or declaring the need for the inclusion of the county in the area of operation of the regional housing authority. (c) (1) The commissioners of a regional housing authority shall be appointed for terms of five (5) years. However, all vacancies shall be filled for the unexpired terms. (2) When the term of office of a commissioner expires or any other vacancy occurs in the commission, the vacancy shall be filled in the same manner as provided for commissioners of housing authorities under § 14-169-208 . (3) Each commissioner shall hold office until his successor has been appointed and has qualified, except as otherwise provided in this section. (d) (1) A certificate of the appointment of any commissioner shall be filed with the clerk of the county. (2) The certificate shall be conclusive evidence of the due and proper appointment of the commissioner. (e) If any county is excluded from the area of operation of a regional housing authority, the office of the commissioner of the regional housing authority appointed by the governing body of the county shall be abolished.
