This subchapter is: (1) Supplemental to other laws, and municipalities and counties may use other applicable laws in the issuance of bonds and other obligations under this subchapter; and (2) Sufficient authority for the issuance of bonds and the performance of all other acts and procedures authorized by this subchapter.
