Construction - Subchapter controlling

(a) This subchapter shall be liberally construed to accomplish its purposes. (b) (1) This subchapter shall constitute the sole authority for the accomplishment of the purposes of this subchapter, separate and independent of any other act or constitutional provision pertaining to such purposes. (2) Furthermore, it shall not be necessary to comply with general provisions of other laws dealing with public facilities, their acquisition, construction, leasing, encumbering, or disposition.
