(a) Any corporation, board, or body given charge of a recreation program shall have authority to employ directors and instructors of recreational work. (b) In all cases where school funds or property are utilized for programs under this subchapter, the State Board of Education shall establish minimum qualifications of local recreational directors and instructors.
