(a) Districts organized under this subchapter shall have all the rights, powers, and privileges of drainage districts organized under existing laws and all amendments of those laws, and specifically under Acts 1909, No. 279, as amended. (b) However, districts organized under this subchapter shall be limited to the purposes of complying with requirements made of the local interests of drainage, levee, or flood control projects approved and authorized by the Congress of the United States and constructed or partially constructed by the United States Army Corps of Engineers or by other federal agencies.
