With respect to planning, constructing, operating, and maintaining works of improvement in the interstate watershed projects, the governing authority of any improvement district is authorized to cooperate and enter into agreements with, and to furnish financial and other assistance to, and receive financial and other assistance from: (1) The federal government, or any department or agency thereof; (2) The state government of other states; and (3) Other improvement districts in this state and in adjoining states.
