Upon approval of the Chief Fiscal Officer of the State, the Arkansas Department of Emergency Management may transfer positions between appropriations as may be required: (1) If a disaster occurs that results in a presidential disaster proclamation; or (2) When an employee occupies one (1) position that is to be paid from two (2) or more appropriations during a single fiscal year.
