(a) Any resident of the State of Arkansas who was in or called to military or naval service in the Army, Navy, Marine Corps, Coast Guard, Merchant Marine Corps, Women's Army Auxiliary Corps, Women's Auxiliary Volunteer for Emergency Service, Nurses, and all other branches of the armed forces of the United States during World War II, and has been discharged from such service, may present his or her certificate of discharge to the recorder of the county of his or her residence or from which he or she was called to service, and have the same recorded. (b) It shall be the duty of the recorder in such county to record without charges and to index the discharge in a record book to be kept by him or her for that purpose.
