(a) The city council shall have power to erect, establish, and maintain a city jail, which shall be in the keeping and under the control of the chief of police, under such rules and regulations as the city council may prescribe. (b) The city council shall provide one (1) or more watch houses or stations and shall also provide suitable rooms for holding the district court.
