(a) A person who is in the justice center in the custody of a peace officer or center personnel under Arkansas law: (1) Is constructively present in Arkansas while that person is in custody in the part of the center in the other state; (2) May be prosecuted for an offense against Arkansas law without extradition of that person; and (3) May be personally served in any part of the center for a proceeding in Arkansas. (b) A person who is in the center in the custody of a peace officer or center personnel under the law of the other state: (1) Is constructively present in the other state while that person is in custody in the part of the center in Arkansas; (2) May not be prosecuted for an offense against Arkansas law without extradition of that person; and (3) May not be personally served with process in any part of the center for a proceeding in Arkansas.
