As used in this subchapter: (1) "Law" means a statute of a state, a written opinion of a court of record, a municipal ordinance, a county quorum court ordinance, or a rule authorized by and lawfully adopted pursuant to a statute; and (2) "Municipality" means an incorporated city or town.
