(a) A seven-member policy committee composed of two (2) representatives each from the Arkansas Sheriffs' Association, the Arkansas Association of Chiefs of Police, and the Arkansas Law Enforcement Officers Association and one (1) representative from the Division of Arkansas State Police will be responsible for policy making and for policing a statewide communication system. (b) Members of the policy committee will be appointed by the presidents of the respective law enforcement associations and the Director of the Division of Arkansas State Police.
