(a) The Highway Commission Review and Advisory Subcommittee of the Legislative Council is created. (b) (1) The Highway Commission Review and Advisory Subcommittee of the Legislative Council shall consist of twenty (20) members with at least four (4) or more members of the General Assembly from each congressional district of the state. (2) The Legislative Council, through a suspension of its rules, may alter the membership of the Highway Commission Review and Advisory Subcommittee of the Legislative Council.
